  6.   (1) All messages from me in my capacity as moderator will contain my
  7.       "Moderator" signature with date and time of creation or indicate
  8.       that status with a 'From: Moderator' heading.
  9.  
  10.   (2) We are all professionals, and as such, should behave accordingly.
  11.       Although I encourage debate on appropriate subjects, please refrain
  12.       from anything that remotely resembles a personal attack upon another
  13.       person's character. Stick to the facts/opinions.
  14.  
  15.   (3) The official language of Fidonet is English. I recognize that we
  16.       do have a significant contingent of European participants; however
  17.       the non-English speaking participants should also recognize that
  18.       non-English posts are quite likely to result in a reduced response
  19.       rate, therefore the use of English is encouraged.
  20.  
  21.   (4) Commercial advertising is prohibited, although informational postings
  22.       of product or service availability may be allowed, provided that the 
  23.       announcement does not appear to result in commercial gain of the poster
  24.       or his/her associates, and the product or service is related to the
  25.       game of Chess. These type of postings must be limited to one message
  26.       and one posting.
  27.  
  28.   (5) Posting of multi-part listings take up extra disk space and transfer
  29.       time, and may not be of interest to all readers. It is preferred that
  30.       'lists' be offered as a text file for File Request. If a user believes
  31.       that the echo would benefit from the posting of the list, the list
  32.       should be netmailed to the moderator for approval prior to posting.
  33.  
  34.   (6) All notifications of rules violations and other rules discussions will
  35.       take place via netmail. Rules violations will be crash netmailed to the
  36.       participant and host sysop. Requests for cooperation posted in the echo
  37.       are not to be construed as "notifications" for purposes of Rule 7. All
  38.       participants must be capable of receiving crash netmail on the BBS that
  39.       they post from. Check with your sysop, if you are unsure of the availa-
  40.       bility. Sysops who do not provide an -inbound- netmail service to their
  41.       users, will have this echo restricted from their system.
  42.  
  43.   (7) (a) The first notification of a rules violation will assume the
  44.           violator was unfamiliar with the rules, although -all- participants
  45.           are responsible for knowing and understanding the rules. As such,
  46.           the first notification is intended to be -informational- only.
  47.       (b) The second notification of violation of the -same- rule will be
  48.           considered a warning. Only one warning will be issued per specific
  49.           violation.
  50.       (c) A third violation will result in the participant's access and/or
  51.           sysop's feed being restricted.

  53. | (8) There are no restrictions in this echo on public key encrypted signature
  54.       blocks. However, in accordance with Backbone Operating FAQ 511 (11/1/95),
  55.       Question #8, the Backbone will not transfer -encrypted- messages, and as
  56.       such, are not allowed in this echo. Until stated otherwise by the
  57.       Backbone, encrypted signature blocks with cleartext messages, do -not-
  58.       constitute encrypted traffic.
  59.  
  60.   (9) There are no restrictions on 8-bit characters. This is an International
  61.       Echo, and as such has an obligation to support the necessary use of
  62.       international character sets. However, abuse of the International
  63.       Character Set for artistic purposes is not appropriate.
  64.  
  65.  (10) There are no restrictions on signature blocks; however, out of
  66.       consideration for those systems which don't receive their feeds on
  67.       a fixed fee/costsharing basis, please keep them to a minimum.
  68.  
  69.  (11) Real names are required. If it is not contained within the header of
  70.       the message, then it should be included as a signature line.
